Liberalism will only repeat the woes it creates

How can liberalism ever defeat the problem it has created? I hear, liberalism doesn't tolerate intolerance, well it does create environment for such intolerances to increase to a point, where it can only say we don't tolerate intolerance yet do nothing concrete against it.
